What SENCAMER approval means for electrical equipment

Electrical equipment approved by SENCAMER is product that has met the applicable Venezuelan technical regulations and standards, and whose conformity has been verified through testing and documentation recognized by the State. SENCAMER is the Servicio Autónomo Nacional de Normalización, Calidad, Metrología y Reglamentos Técnicos, the authority that administers the COVENIN standards and the mandatory technical regulations in Venezuela. For the industrial buyer, SENCAMER approval is the assurance that the breaker or switchboard being installed will perform as its nameplate states.

What is SENCAMER?

SENCAMER is the Venezuelan authority responsible for standardization, conformity assessment, legal metrology and technical regulations. Among its functions is verifying that regulated products meet safety and performance requirements before they are sold in the country. Low-voltage electrical equipment (circuit breakers, switchboards, conductors, receptacles) is among the regulated products, owing to its direct impact on the safety of people and installations.

What does it mean for a product to be "approved"?

It means three things at the same time:

1. It complies with a recognized standard. The product was designed and tested according to COVENIN standards, or to equivalent international standards (IEC, UL, NEMA) accepted by the corresponding technical regulation.
2. Its conformity was assessed. An accredited laboratory performed the tests, or the manufacturer submitted valid test certificates, and that evidence was filed with the authority.
3. The importer or manufacturer is registered. The company placing the product on the market holds the corresponding registration and is accountable for the product it sells.

Why does it matter to the industrial buyer?

Safety of the installation

A breaker is purchased so that it opens under a fault. If it was never tested, no one knows whether its actual interrupting capacity matches what the label says. A breaker marked 10 kA that actually withstands less does not clear the short circuit: it is destroyed, and the fault spreads to the switchboard.

Legal liability

During an inspection, an incident or an insurance claim, the first question is whether the installed equipment complied with the regulations in force. The approval certificate is the evidence that answers that question. Without it, liability falls on whoever specified, purchased and installed the equipment.

Compatibility and traceability

Approved product is genuine product with a verifiable part number. That makes it possible to replace it years later with the same part number, source its accessories and consult its curves for coordination studies. Product of unclear origin has no technical documentation to support it.

Risks of product without certification

• Counterfeits. Breakers circulate with markings copied from recognized manufacturers, with smaller contact sections, uncalibrated bimetals and arc chutes that cannot withstand the arc. They are identified by weight, finish, lack of traceability and absence of a certificate.
• Unknown performance. Trip curves that do not match the marking, nuisance tripping or no trip under sustained overload.
• Rejection during audits. Industrial and oil and gas customers require certificates of conformity at material receiving; unapproved product does not pass that review.
• No manufacturer warranty. Product that did not enter the country through an authorized channel carries no manufacturer warranty or technical support.

How to verify that equipment is approved

1. Request the certificate of conformity or the product registration record from the supplier.
2. Compare the part number on the certificate with the one printed on the product.
3. Verify that the supplier is an authorized distributor of the brand; the distribution certificate is shared on request.
4. Check the product markings: part number, current, voltage, interrupting capacity and manufacturing standard must be legible and consistent.
